The Naval Sea Systems Command is conducting a market survey to gauge industry interest and capabilities in providing Navy certified dry-docking facilities and related services for maintenance and modernization of U.S. Navy frigates, cruisers, and destroyers home-ported in Mayport, Florida. This effort is focused on drydocking services that include docking, undocking, and temporary service provisions along with maintenance and modernization of underwater ship components such as hulls, running gear, and sea valves. The contract period is projected to run from October 1, 2007, through September 30, 2012, covering all scheduled and possible emergent dockings for Mayport-based ships, with a total of nine dockings currently planned. The Navy emphasizes efficiency by requiring that topside repairs, alterations, and upgrades be performed concurrently while ships are dry-docked, although these topside services will be contracted separately. The selected dry-docking contractor must grant access to Navy topside contractors on a non-interference basis, ensuring fair competition across all related contracts. The Navy invites prospective offerors to provide written feedback, concerns, and input regarding the dry-docking and related requirements to help identify and address potential issues. Responses are requested by May 25, 2005, via mail or electronic submission to the designated Naval Sea Systems Command representative.

Full Description

The Naval Sea Systems Command wants to conduct a market survey of the private ship repair industry in accordance FAR 15.201 to determine industry's views on and interest in providing Navy certified dry-docking facilities and dry docking related services, maintenance and modernization on U. S. Navy Frigates (FFG), Cruisers (CG) and Destroyers (DDG) class ships home-ported in the Mayport, FL area. The drydocking services and dry docking related maintenance and modernization on Navy ships would include docking, undocking, provision of temporary services as well as maintenance and modernization of ships' underwater hull, running gear, sea valves, access cuts, etc. The period of performance for this contract will start 01 October 2007 and run through 30 September 2012 (FY 2008 through FY 2012). Projected dockings will include all scheduled dockings for Mayport home-ported ships (9 dockings currently scheduled) and possible emergent dockings during the period of perform! ance. To minimize the time that each ship is taken out of service for repair, upgrades or overhaul, the Navy's requirement is to have required topside repairs, alterations and improvement/upgrade work accomplished while the ship is dry docked and the drydocking work is being performed. The Navy anticipates contracting for the topside work totally separately from this "dry-docking contract"; however, this "dry-docking contract" would include the Navy's Access to Vessels clause and require that the winner of the "dry-docking contract" permit the Navy's third party topside contractors to come onto their facility and onto the dry-docked ship for the purpose of performing the specific Navy contract topside work to the dry-docked ship on a non-interference basis. It is the Navy's intent to ensure a level playing field for all competitors for topside work, including adding cost factors, as appropriate (for evaluation purposes), to achieve the level playing field. To fully explore and evaluate what will be required to accomplish this requirement and to identify any and all issues that must be addressed and_or resolved to accomplish the above requirement(s), prospective offerors on this dry-docking procurement and prospective offerors to impacted topside solicitations are invited to express their views, concerns, and interests in writing and to submit their comments and other input to this prospective requirement to the following address. Your responses_input is requested by close of business on the 25th of May 2005. Naval Sea Systems Command Attn: Mr. J. B. Hall, Code: SEA 02442 Mail Stop: 2030, Bldg 197 1333 Isaac Hull Ave., SE Washington Navy Yard, D.C. 20376-2030 If you wish to submit your letter to the NAVSEA Contracting Officer electronically, as a scanned attachment to an email, the email address is: contact@example.gov
