This contract solicitation pertains to the procurement of Navy Overcoats (Peacoats) for both men and women, featuring specific NSNs and adhering to detailed specifications and patterns from 2008 and 2009. The procurement is designated as a Total Small Business Set-Aside under NAICS code 315210 and will result in a Firm Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a one-year base period and four one-year options. The guaranteed minimum quantities are 7,608 for men's peacoats and 2,286 for women's peacoats per contract term, with annual estimated quantities of 30,432 and 9,144 respectively. Production demonstration models (PDMs) must meet specified size requirements, and offered products must be manufactured domestically from 100% domestic materials, in compliance with the Berry Amendment and related statutes. Production lead times are established at 160 days for the first order and 120 days for follow-on orders, with expedited timelines for special measurements. Award evaluation will prioritize technical evaluation of PDMs followed by past performance, specifically focusing on relevancy and quality of items and delivery performance, with price becoming more influential only if other factors are closely rated. The solicitation and amendments will be issued electronically via the DLA DIBBS system, where registered vendors must have an active CCR registration and a CAGE code. The Super User assigned to a company’s CAGE acts as the administrator for DIBBS access and user management. Interested parties can request technical data, including specifications and patterns, through the DLA TROOP SUPPORT C&T Technical Data Repository, with direct contacts provided for assistance. The contract’s place of performance is Philadelphia, PA, with key points of contact identified for acquisition and contracting queries.
