Navy Way Interchange Project

The Navy Way Interchange Project, managed by the Port of Los Angeles, focuses on augmenting the existing partial interchange at Seaside Avenue and Navy Way to improve safety, reduce vehicle delay, and lower emissions. The scope of work includes removing the existing traffic signal and constructing a new eastbound road between the Ferry St on-ramp and Pier S Ave off-ramp, featuring an on-ramp to the Ocean Blvd mainline. Additionally, the project involves installing a new two-phase traffic signal at Navy Way and the new collector-distributor road, creating a new westbound auxiliary lane between Pier S Ave and Navy Way, and widening the existing westbound underpass off-ramp at Navy Way. Construction is anticipated to begin between April 2026 and 2027, with a projected completion date of August 2028. The project must adhere to strict environmental and regulatory standards, including SCAQMD Rules 402 and 403 for air contaminant and fugitive dust control, and CalRecycle Sustainable Building Program measures requiring 50 percent material reuse and 10 percent use of green building materials. Compliance with the State General Permit for Stormwater Discharges and a project-specific Stormwater Pollution Prevention Plan is mandatory. The project has been approved by the Los Angeles Board of Harbor Commissioners following a California Environmental Quality Act review, which determined no significant environmental effects requiring mitigation.
