The Agricultural Research Service requires specialized scientific support to facilitate the establishment of the Biologics Development Module (BDM) at the National Bio and Agro-Defense Facility in Manhattan. This initiative focuses on the development of critical veterinary countermeasures, such as vaccines and diagnostics, designed to protect against foreign animal diseases. The primary objective is to ensure the successful transfer of bio-repository inventory and to prevent delays in countermeasure production that could otherwise leave United States farmers, ranchers, and livestock vulnerable to significant economic losses from disease outbreaks. To address current hiring restraints and a shortage of qualified personnel, the contract seeks to procure the services of up to four scientific staff members. These professionals will provide the necessary technical expertise to stand up the BDM and manage essential biological assets. This forecast procurement falls under NAICS code 541715 and is managed by the Department of Agriculture to mitigate the risks associated with uncontrolled livestock losses through enhanced scientific readiness.

The BDM requires the services of up to four scientific staff to facilitate the stand-up of the Biologics Development Module (BDM) and the successful transfer of bio-repositories inventory to the BDM due to lack of qualified staff and current hiring restraints.
