AI Contract Overview

The contract involves a sole source purchase order award to Applied Technical Systems, Inc. for the procurement of one ND Core Annual Support and Maintenance Subscription, previously known as the Contiguous Connection Model (CCM). This procurement is conducted under specific Federal Acquisition Regulation (FAR) provisions that allow for other than full and open competition due to the unique nature of the product and the lack of alternative sources that can meet the agency's requirements. The contracting office conducted efforts to identify potential competition through a Request For Information issued via GSA eBUY and by publishing notices on federal procurement websites, but Applied Technical Systems remains the only known source capable of providing the required subscription. The award process includes a justification citing FAR 6.302-1, confirming that only one responsible source exists for this procurement. The anticipated cost has been deemed fair and reasonable based on pricing comparisons with previous similar acquisitions and responses received through outreach efforts. Communication regarding this procurement is directed exclusively in writing to the designated Senior Contracting Specialist, Terri L. McGee, and the notice clearly states that it is not a solicitation for quotations and no contracts will be awarded based on responses to the notice. The purpose of this action ensures continuity of support and maintenance for a critical technical subscription used by the Department of Defense.
