The U.S. Army’s 1st Information Operations Command intends to award a firm-fixed price contract for Dell brand-name desktop workstation replacements, utilizing simplified acquisition procedures under FAR Parts 12 and 13. The procurement is not a request for competitive quotations but a notice of intent to award based on a brand name requirement. This contract supports the lifecycle replacement of desktop computers aligned with existing infrastructure that consists primarily of Dell products within a geographically distributed Command and Control network. The use of Dell equipment ensures compatibility with their management tools for security patching and network integrity, as multiple baselines of different brands would compromise security management and operational consistency. The acquisition falls under NAICS code 423430, with a small business size standard of 500 employees, and requires Dell-authorized resellers to submit proposals along with documentation verifying their authorization to supply the specified items. The contract calls for the purchase of 450 Dell OptiPlex GX620 Small Form Factor desktop computers with specific configurations, including Pentium 4 processors, 1GB memory, integrated video, and Windows XP Professional SP2. Additional equipment includes 100BFX SC Fiber NIC units, 40 Dell UltraSharp 2007FP 20-inch flat panel monitors, and a range of service and support agreements such as next-business-day onsite response and extended technical support. The small form factor is critical due to workspace constraints and the need to maintain a standardized baseline to facilitate patch management and security compliance. Deliveries are expected by September 29, 2006, and proposals are due by August 21, 2006. Potential suppliers must direct their submissions to the identified Army contacts via email or fax, with the purpose of this notice being to confirm whether competition is necessary or if the contract may be awarded sole source based on the brand name justification.

The 1st IO CMD established a baseline initiative using DELL products on its Command and Control networks. Because administration is conducted using the SMS management tool, multiple baselines can not efficiently be managed while maintaining the required security measure s necessary to protect Command and Control information. The 1st IO CMD Enterprise spectrum spans a Wide Area Network covering multiple geographical regions. Because 1st IO CMD network enterprise is comprised primarily of DELL products, consistent and com patible specifications are required to maintain infrastructure integrity. Additionally, maintenance for existing infrastructure is covered and maintained on existing vendor specific contracts. Only DELL produces the Small Form Factor desktop computer. The small form factor desktop is required to meet the limited space requirement imposed as a result of the implementation of multiple workstations per employee workspace. The introduction of a different brand of desktop computer will cause compatibility c onflicts with the existing baseline that receives security updates and patches. The supplies/services required are available from only one or a limited number of responsible sources under the authority of FAR 13.106(b)(1). Interested sources may identify their interest and capability to respond to the requirement or submit proposals.
