The City of Farmington, New Mexico, has issued a notice of intent to establish a sole source contract with the New Mexico Municipal League for municipal support services, with an estimated annual funding commitment of $75,000 and an indefinite contract term. The Municipal League, a nonprofit organization representing municipal interests across New Mexico, provides a wide range of services including inquiry responses, legislative and regulatory advocacy, training and educational programs, publication of guides and newsletters, and insurance services such as workers’ compensation and liability coverage. Due to the unique and specialized nature of these services, the City has determined that only the League can fulfill these needs, justifying the sole source procurement. Interested vendors and other parties are given until May 15, 2024, to submit evidence demonstrating that more than one capable provider exists. If such evidence is compelling, the City may opt to conduct a competitive solicitation instead. The procurement process aims to ensure fairness and transparency, allowing qualified vendors to challenge the sole source designation before the contract is awarded. The contract is managed through the City’s procurement office, with the detailed solicitation and related information accessible via the provided online link. This approach underscores the City’s commitment to securing essential municipal services through a recognized and specialized organization, while maintaining open opportunities for competition if alternative capable providers are identified.
