Full Description

This is an RFP for the award of multiple Firm Fixed Price (FFP) contracts for Industry Studies for the Next Generation Logistics Ship (NGLS). The Industry Studies will investigate ship concept designs to assess affordability, identify cost effective design solutions by leveraging existing designs where possible, examine cost tradeoff and impacts of potential mission features and ship characteristics, and inform a future System Specification for design & construction. The Navy envisions the Next Generation Logistics Ships as potentially a family of vessels to rearm, refuel, and resupply afloat and ashore units near contested environments. The Next Generation Logistics Ships would augment the current Combat Logistics Force ships to conduct logistics missions in support of Distributed Maritime Operations (DMO), Littoral Operations Contested Environment (LOCE), and Expeditionary Advanced Base Operations (EABO). The Navy's preference for Industry Studies is to use mature ship designs that can be modified to meet the ship's mission, but the Navy will consider purpose-built - clean-sheet design concepts. NGLS will be classed to ABS Marine Vessel Rules and outfitted with crane(s), underway replenishment equipment, astern refueling equipment, and stowage and staging areas for cargo and ordnance. Because affordability, cost-tradeoffs, and impacts of potential requirements are a fundamental part of the Industry Studies, these contracts will require a domestic shipyard that can construct the NGLS ship. Therefore, the resultant Industry Studies contract(s) for this solicitation will only be awarded to a shipyard capable of constructing either as the prime contractor, sub-contractor, or team member. The Naval Sea Systems Command (NAVSEA) intends to issue a fully open competitive Request for Proposal (RFP) to North American Industry Classification System (NAICS) code 336611 during the 2nd quarter of FY21. Attachments J1-J3 will be provided upon request via email. Offerors must email their requests along with a signed Non Disclosure Agreement (Attachmnet J4). All requests should be sent via email to heather.e.glovinsky@navy.mil. Transmission of the Attachments will occur using DOD SAFE via https://safe.apps.mil

Navy Electronic Chart Display and Information System (ECDIS) Hardware and Software Production
Solicitation # N00025-26-R-5246
The U.S. Navy, through the Portfolio Acquisition Executive Mission Systems and Program Manager Warfighting / Applications (PMW/A 520), is soliciting proposals for the development, production, integration, testing, fielding, and lifecycle sustainment of the Electronic Chart Display and Information System (ECDIS) hardware and software. This full and open competition supports both surface and subsurface platforms, specifically focusing on the manufacture and assembly of AN/SYN-1 and Scalable IBS (S-IBS) hardware, alongside the maintenance and modification of software using Government Furnished Information. The contract is structured with one base year and four one-year option periods beginning in FY27, with award anticipated in Q4 FY27. The procurement utilizes a best-value tradeoff process, prioritizing technical approach and management approach over total evaluated cost and price, while past performance is rated on an acceptable or unacceptable basis. Hardware deliverables are priced via a stepladder structure, while software and hardware engineering support are provided as cost-plus-fixed-fee level-of-effort tasks. Key requirements include a Secret facility and personnel clearance, compliance with ANSI/ASQ/ISO9001:2015 quality standards, and strict adherence to cybersecurity and CUI protection frameworks. Deliveries are generally FOB Destination, with specific timelines ranging from 60 days to 18 months after award or option exercise.

Solicitation # N0002427R4452
Navsea HQ is conducting market research under solicitation N0002427R4452 to identify capable sources for the Shipboard Air Conditioning Plant System Sustainment Plan (SSP). This initiative aims to standardize and scale the sustainment of centrifugal, reciprocating, and rotary air conditioning plants for U.S. Navy surface ships worldwide.
