399nm Optical Assembly for Laser Conditioning
Solicitation # NB688000-26-02470
The Department of Commerce’s National Institute of Standards and Technology (NIST) issued a sources-sought notice under solicitation number NB688000-26-02470 to gather market information for the design and delivery of a custom 399nm optical assembly for laser conditioning. The notice, posted on July 28, 2026 with a response deadline of August 7, 2026, is a pre-solicitation market research tool and not a formal contract or competitive request for proposals. The required deliverable is a precision optical system that must spectrally filter, power stabilize, monitor, and fiber-couple laser light, integrating government-furnished components such as a butterfly-packaged laser, optical isolator, volume Bragg grating, acousto-optic modulator, and photonic crystal fiber. The assembly must be mounted on a rigid, low-thermal-expansion baseplate of glass or Invar, housed within a 19-inch rack drawer, and feature vibration isolation. Key performance requirements include greater than 70% fiber coupling efficiency at each output port, output power variation of less than 10% across a temperature range of ±15°C from the 25°C design point, and submission of a comprehensive test report documenting per-port efficiency, polarization extinction ratio, and thermal performance. The manufacturing must occur in the United States, with country-of-origin certifications required for all components, and foreign national access to the on-site facility in Boulder, Colorado must be pre-registered 30 days in advance. Delivery, installation, and training are expected to be completed within 16 to 18 weeks after contract award. The contract will be administered from NIST’s office in Gaithersburg, Maryland, with Lisa Stevens serving as the primary point of contact. No pricing, cost data, or award methodology is included as this is a market research notice intended solely to assess industry capabilities; responses must be submitted via email in electronic format no longer than four pages and must include company information, manufacturer details, country of origin, and supporting technical data. No formal contract clauses, evaluation factors, payment details, or invoicing instructions are specified at this stage, and no award will be made from this notice.
