The Naval Medical Research Command (NMRC) is seeking quotes for a firm fixed-price contract to procure one LNI Swissgas NGA CASTORE XL 40.40 Membrane Nitrogen Generator to support laboratory analytical testing at Naval Medical Research Unit Dayton. This equipment is essential for delivering a continuous, high-purity nitrogen gas stream required by Liquid Chromatography-Mass Spectrometry (LC-MS) instruments. The generator must meet specific technical criteria, including a minimum nitrogen output of 40 L/min at up to 99.9% purity, dry-air output of 40 L/min, and pressures suitable for either 220–240 VAC or universal 115–240 VAC configurations. It must operate quietly (≤50 dB), have a compact footprint, and feature integrated controls with remote monitoring capabilities. The system includes an oil-less compressor and must be fully self-contained without the need for facility compressed air. The procurement follows an unrestricted Request for Quote (RFQ) under NAICS code 334516, open to all responsible vendors registered in the System for Award Management (SAM) with a Cage Code and Unique Entity Identification Number. The contract will be awarded based on the Lowest Price Technically Acceptable offer. The generator includes a 15-month limited warranty valid in the contiguous US and Canada, provided by the manufacturer. The place of performance is Wright Patterson Air Force Base, Ohio, and responses are due by June 20, 2026. Points of contact for this procurement include representatives from the Naval Medical Research Center and the Air Force.

The Naval Medical Research Command (NMRC) intends to award a contract resulting from this notice to the responsible offeror. All offers must have a Cage Code and a Unique Entity Identification Number. This is being issued on an unrestricted basis to allow for vendors to provide a quote on Equipment Listed in the attached Solicitation (RFQ). The associated NAICS code is 334516. Offerors must also be registered in Systems for Award Management (SAM) at www.sam.gov per FAR 52.212.1 lack of registration in SAM will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this notice which shall be considered. The solicitation is being issued as a Request for Quote (RFQ) for a firm fixed type of contract based on the Lowest Price Technically Acceptable.

a. The Naval Medical Research Unit Dayton (NAMRU-Dayton) has a requirement for the procurement of one (1) LNI Swissgas NGA CASTORE XL 40.40 Membrane Nitrogen Generator (Part Number: 6920.70.41) to support analytical testing operations in the laboratory. This equipment provides a continuous, high-purity nitrogen gas stream, which is critical for the operation of laboratory analytical instruments, specifically Liquid Chromatography-Mass Spectrometry (LC-MS) systems.

b. This generator utilizes specialized membrane technology to separate nitrogen from compressed air. It must deliver a flow rate and purity profile that match the exact requirements of the command's existing mass spectrometers. Deviation from these parameters can cause signal instability, degrade detection limits, void instrument warranties, and lead to costly downtime.

**SALIENT CHARACTERISTICS**

Nitrogen and dry-air generator for LC-MS applications, LNI Swissgas NGA CASTORE XL iQ 40.40 or equal.
Offered system shall be a single, self-contained laboratory gas generator with integrated oil-less compressor and shall not require facility compressed air for normal operation. The system shall provide simultaneous nitrogen and dry-air outputs meeting the following minimum requirements:
1. Nitrogen output: minimum 40 L/min, LCMS-grade nitrogen, purity up to 99.9% or documented equivalent suitable for LC-MS operation.
2. Nitrogen outlet pressure: minimum 8 bar / 116 psi for 220–240 VAC configuration, or minimum 7.5 bar / 108 psi if universal 115–240 VAC configuration is required.
3. Dry-air output: minimum 40 L/min.
4. Dry-air outlet pressure: minimum 8 bar / 116 psi for 220–240 VAC configuration, or minimum 7.5 bar / 108 psi if universal 115–240 VAC configuration is required.
5. Dry-air dew point: ≤ -40°C atmospheric dew point.
6. Operating noise: ≤50 dB(A).
7. Unit footprint: not greater than approximately 59 cm W × 92 cm D × 73 cm H.
8. Controls and monitoring: local touchscreen or equivalent user interface showing system status, pressure/status diagnostics, alarms or pre-alarms; remote start/stop or status monitoring capability via RS485, RS232, digital I/O, Ethernet, or equivalent.
9. Electrical: maximum power draw not to exceed 2.0 kW for 220–240 VAC or 1.7 kW for 115–240 VAC full-range configuration.
10. Integrated or directly compatible UHP nitrogen output capable of at least 200 cc/min at ≥99.9999% nitrogen purity, without reducing the main nitrogen/dry-air outputs below required values.
11. Integrated scroll compressor with variable speed technology to preserve power consumption and reduce wear on the compressor system which extends the maintenance interval on the compressor.

**WARRANTY**

LIMITED WARRANTY - GAS GENERATION SYSTEMS; CALIBRATORS, MIXERS AND SENSORS APPLICABILITY – This warranty is applicable to the forty-eight contiguous United States and Canada only.
LNI SWISSGAS US LLC (LNI) warrants that the ITEMS LISTED BELOW shall be free from defects in material and workmanship for the period of time stated below.

Aerosol Robotic Network (AERONET) ProjectNASA's Goddard Space Flight Center seeks to acquire several models of the CIMEL CE318-T family of Sun-Sky-Lunar Spectral Photometers, along with essential parts for repair, maintenance, and upgrades of photometers, tracking robots, and advanced control boxes. These instruments are critical for monitoring aerosol optical properties and support NASA's global climate change and satellite validation initiatives. The acquisition will take place under a sole-source, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with CIMEL ELECTRONIQUE, the sole provider capable of meeting the AERONET program's specific requirements. The contract will span five years, reflecting the unique status of these photometers as the standardized instrumentation in the Aerosol Robotic Network, which has been operational for over three decades. The procurement adheres to FAR Part 12 for the acquisition of commercial products or services, justified under 10 U.S.C 3204(a)(1) due to the absence of alternative sources capable of meeting NASA's technical and scheduling needs. While this is a sources-sought notice, responses from interested parties will only influence whether NASA proceeds with a competitive acquisition. The solicitation is managed by NASA Goddard’s Contracting Specialist, with capabilities and qualifications due by June 23, 2026. This effort supports NASA's commitment to maintaining a consistent, long-term aerosol data set, critical for climate research and satellite validation, with no viable substitute vendors available.
