Nitrogen Delivery and Tank Rental for the NRC

The National Research Council of Canada is seeking a contractor to supply and deliver liquid nitrogen and provide, install, and maintain leased gas storage tanks at multiple locations across Ottawa, Montreal, and Boucherville, with a primary delivery point at 1200 Montreal Road in Ottawa. The initial contract term runs from April 1, 2026, to March 31, 2027, with up to four one-year option periods available at the government’s discretion. The contractor is required to ensure a continuous, uninterrupted supply of both liquid and gaseous nitrogen, including implementing an alternative supply method during system maintenance or failures. All equipment must be delivered DDP under Incoterms 2020, fully installed, commissioned, and ready for use by April 1, 2026, with mandatory automated systems for tank level and pressure monitoring, real-time problem notification, and automatic reordering to prevent supply interruptions. The contractor must also provide piping infrastructure connecting the tanks to building delivery points and ensure all installations comply with applicable technical standards and security protocols. The solicitation is governed by a Lowest Price Technically Acceptable evaluation method, meaning that all technical requirements must be met on a pass/fail basis before price becomes the deciding factor. Key non-negotiable technical criteria include continuous supply assurance, automated monitoring and notification, pressure maintenance per Annex A, and tank transition without disruption. Financial proposals must include unit pricing for nitrogen deliveries and monthly rental rates for tanks at each site, though specific prices are left unpopulated in the solicitation, with the total contract value capped at $1,000,000 CAD including all options. Security requirements are stringent, mandating various levels of personnel clearance ranging from Reliability Status to Top Secret and NATO classifications, with unscreened individuals allowed only when escorted. Contractors must handle classified information in accordance with government standards and comply with the Security Requirements Checklist. Proposals must be submitted electronically as two separate attachments — Technical and Financial Offers — along with the Offer Submission and Offeror Declaration Forms, with all files totaling no more than 10MB.
