Windows upgrade services – Phase 1 (Corridor Link & Roofing)

The National Research Council Canada is seeking a consulting firm or joint venture to provide construction administration and supervision services for the Windows Upgrade Services – Phase 1 (Corridor Link and Roofing) project located at 1 Arctic Avenue, St. John’s, Newfoundland and Labrador. The selected consultant will act as the agent for the NRC Departmental Representative from the time of contract award through the completion of the warranty period, which is typically one year following the final certificate of completion. Key responsibilities include coordinating kick-off and bi-weekly meetings, reviewing the Contractor Construction Safety Plan, developing a seasonal maintenance plan for new windows and roofing, and conducting final walk-throughs to document warranty issues. Deliverables for this contract include bi-weekly inspection and status reports, a Final Commissioning Report, and As-Built CAD drawings provided in AutoCAD format. The award will be based on the lowest evaluated price among compliant offers. The consultant must maintain professional liability insurance of at least $1,000,000 per claim for the duration of the project and five years thereafter. Invoicing will be handled via direct deposit or wire transfer, and performance will be evaluated based on design, quality of results, management, time, and cost, with each criterion weighted at 20 points.
