The Naval Information Warfighting Development Center Electronic Warfare Database (NIWDC EWD) solicitation seeks technical, professional, and administrative support services for cybersecurity operations within an AWS Information Level 6 certified environment hosting two Elastic Cloud Compute instances and one integrated cloud-based DevOps environment. The work entails full lifecycle management of the cloud infrastructure including system engineering, configuration, patching, documentation, sustainment, and continuous compliance with DoD and Navy cybersecurity standards such as DISA STIGs, NIST RMF, Zero Trust architecture, and DoDM 8140.03. Key deliverables include maintaining system availability, implementing security controls, managing vulnerabilities, ensuring audit readiness, supporting Authority to Operate documentation, and conducting Privacy Impact Assessments. All personnel must hold active Top Secret/Sensitive Compartmented Information clearances with valid SCI access, and must comply with rigorous personnel security protocols including current SF-86 submissions, FD-258 fingerprinting, and a 30-day lead time for system access requests. The contractor must ensure all staff meet IT position category requirements under SECNAV M-5510.30, with the Site Lead required to have at least seven years of cybersecurity experience and an active CISSP certification. No substitutions of key personnel are permitted during the first 90 days of performance, and any personnel changes require 30 days' notice and full turnover documentation to the Contracting Officer’s Representative. Performance is required primarily at Naval Station Norfolk, Virginia, with limited off-site work authorized only upon COR approval, and all on-site personnel must possess a DoD Common Access Card.
