NMUSAF Custodial Contract

The National Museum of the United States Air Force at Wright-Patterson Air Force Base is seeking a small business contractor to provide comprehensive custodial and facility services under a firm fixed-price contract with a base period of one year beginning April 1, 2026, and four option years extending through March 31, 2031, plus a six-month extension ending September 30, 2031. This is a 100% small business set-aside under NAICS code 561720, with a small business size standard of $22 million, and all proposals must be submitted by a certified small business concern. The scope of work includes daily cleaning of facilities, restrooms, and lactation rooms; maintenance of picnic areas and grounds; snow and ice removal; quarterly and annual window cleaning; and adherence to strict standards for equipment, supplies, and quality control. The contractor must supply all necessary tools, vehicles, and materials, ensure uninterrupted service through contingency planning, and comply with Air Force security directives, including background checks for personnel accessing controlled areas and the use of DBIDS identification systems. Performance is governed by a detailed Performance Work Statement that specifies cleaning frequencies, facility drawings, and operational requirements, including adherence to base hours, holiday schedules, and hazardous material handling procedures. Proposals must be submitted electronically in two separate volumes: a Technical Volume limited to 50 pages detailing the Quality Control Plan, staffing methodologies, equipment plans, and prior experience, and a Price & Offer Documentation Volume limited to 75 pages containing all cost data in PDF format with an accompanying Excel file for pricing calculations. The evaluation is conducted on a Lowest Price Technically Acceptable basis, where technical proposals must receive an “Acceptable” rating across all subfactors to be eligible; failure in any one subfactor renders an offer ineligible regardless of price. The technical rating is assessed based on compliance with the Quality Control Plan, key control procedures, staffing and scheduling, equipment adequacy, and relevant past performance. Price proposals are evaluated for completeness, reasonableness, and absence of unbalanced pricing.
