No Call List Program

The Colorado Department of Regulatory Agencies, through the Public Utilities Commission, is seeking a designated agent to manage the No Call List Program. The selected vendor will be responsible for maintaining the ColoradoNoCall.com website and a comprehensive database for residential and wireless telephone subscribers who wish to opt out of telephone solicitations. Key operational requirements include providing online and IVR registration for residents, managing telemarketer registration and annual renewals, operating a consumer complaint system via web and telephone, and facilitating the purchase of the No-Call List by commercial solicitors. The system must maintain 99% operational reliability and be available 24/7/365, with the vendor conducting load testing to ensure stability for simultaneous users. Financially, the State of Colorado makes no direct payments for these services. Instead, the vendor is compensated directly through Telemarketer Registration Fees, with an annual retention cap of $120,000 for calendar years 2026 and 2027. Any registration fees collected in excess of this annual limit must be transferred to the Attorney General for enforcement activities. The vendor is required to maintain segregated accounting books, designate a responsible contract administrator, and ensure strict data security and confidentiality. Compliance with 4 CCR 723-2 and Article 1 of title 6, C.R.S. is mandatory, and the vendor must provide quarterly and annual reports to the Public Utilities Commission regarding system changes, complaints, and revenue.
