The Atlanta Regional Commission (ARC) has issued Notice of Funding Availability NOFA800 for the FTA Section 5310 program for fiscal years 2028 and 2029. This solicitation seeks to improve mobility for seniors and individuals with disabilities across an 11-county metro Atlanta region, including the City of Atlanta. The program funds both traditional capital investments and nontraditional services that address transportation gaps for transit-dependent populations. The contract period runs from October 1, 2027, through September 30, 2028, with a potential one-year renewal option through September 30, 2029. Proposals are due by 5:00 PM EST on November 9, 2026, and must be submitted electronically via the ARC procurement website. Applicants must complete site registration and application approval prior to submission and combine all documents into a single proposal file. Evaluation is based on a weighted scale: Organizational Capacity (40%), Service Proposed (40%), and Budget (20%). Awards are based on the best overall proposal rather than cost alone.
