This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Labkey Corporation, Seattle WA, to procure Labkey Software ELISA Assay upgrade program. The emergence of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) disease (COVID-19) in China at the end of 2019 has now caused a major global pandemic threatening large swaths of the human population. There is an urgent need for a stabilizing formulation buffer used in vaccine development and production. The Vaccine Immunology Program (VIP) supports the development of novel methodologies and optimization of assays, along with immunobiological basic research for the attainment of biologics and vaccines in the fight against infectious diseases such as Influenza, Human Immunodeficiency Virus (HIV), Ebola and other infectious diseases such as the Coronavirus - COVID-19. The laboratory is fundamental in supporting intramural and extramural clinical trials through method development and clinical sample testing with the generation of data for the advancement of treatments and vaccines for the above-named diseases. Due to the need to support national and global public health testing strategies especially for the Coronavirus pandemic, a high throughput data analysis customized function needs to be designed into the existing Labkey server. This will ensure VIP data support will meet Phase 3 workload and be validated to FDA quality and regulatory standards of compliance. Place of performance is Gaithersburg, MD. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2032766) to Skye Duffner at contact@example.gov by 9:00am eastern standard time, July 27, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

1-Year OEM Service Contract - (2) Revvity Celigo S Imaging Instruments (VRC)
Solicitation # NOI-NIAID-27-2279300
The National Institutes of Health NIAID intends to award a firm-fixed price sole source contract to Revvity Health Sciences, Inc. for a one-year maintenance and service agreement for two Revvity Celigo S imaging instruments. The period of performance is scheduled from November 15, 2026, through November 14, 2027. This procurement is categorized under NAICS code 811210 for electronic and precision equipment repair and maintenance. The government is utilizing statutory authority 41 U.S.C. 3304(a)(1) and FAR 6.302.1(b)(1)(i), asserting that Revvity Health Sciences is the only responsible source capable of satisfying the requirement due to their proprietary access to diagnostic tools, service documentation, and genuine replacement parts. The scope of work includes priority response for unlimited repair travel, labor, and parts, as well as remote support and minor hardware and software updates to ensure the instruments meet manufacturer specifications. While the government intends to negotiate directly with the OEM, interested qualified sources were invited to submit capability statements by November 4, 2026, to the contracting officer, Linda Smith, and acquisition specialist, Jessica Emerson. 2027 NIAID DMID Omnibus Broad Agency Announcement: Development of Medical Interventions for Infectious Diseases
Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration. Awards are not based on a common Statement of Work; instead, offerors must propose their own technical plans, milestones, and cost structures using a base and option period format. The resulting contracts will require an accounting system compliant with generally accepted accounting principles and will involve rigorous government inspection and acceptance based on the successful completion of critical milestones.
