NOI-Service agreement on IONSCAN 600

The National Institutes of Health, Office of the Director, Office of Acquisitions, intends to award a firm-fixed-price contract on a non-competitive basis to Smiths Detection for annual maintenance and technical support services on government-owned IONSCAN 600 systems under FAR 12.603 and 41 U.S.C. 1901, with authority under FAR 6.302-3(a)(2)(ii). All work must adhere to manufacturer-recommended preventive maintenance procedures, using only OEM-approved parts and software, and must maintain system readiness while minimizing disruption to life-safety, force protection, and facility security missions. Proposals must include documentation proving the offeror’s capability to deliver the required services and demonstrate that the offered item meets all salient characteristics, along with evidence of active SAM registration, Unique Entity Identifier, Taxpayer Identification Number, and business size certification. Pricing must be provided as a firm-fixed-price quotation including unit price, list price, shipping and handling costs, delivery terms, F.O.B. point, product catalog numbers, and prompt payment discount terms. Acceptance of services relies on submission of detailed documentation including preventive maintenance reports, service and repair records, parts replacement logs, system operational status reports, and technical support documentation upon request.
