Full Description

This is a notice of intent to contract with PPG Industries, Inc. on other than full and open competitive basis of the procurement of a non-chromium electrocoat system for the use in priming aluminum components. The objective is to evaluate and demonstrate novel electrodeposited, non-chromate, no VOC primer technology that is environmentally acceptable (no HAPS, regulated heavy metals or emerging contaminants such as Cr6+, Ni, Co, or Ce), efficient, and cost effective. The electrocoat system is an environmentally-friendly aqueous painting process with a long history in the automotive and industrial sectors. Recent research advances in lowering the cure temperature and incorporation of non-chromated corrosion inhibitors have made the use of electrocoat practical for aerospace applications and which have a full cure at a temperature well below 250 degrees Fahrenheit. The effort will be procured pursuant to FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The non-chromium electrocoat system is being procured for use at NAS North Island for the purpose of spraying aluminum alloys as well as steel substrates. PPG Industries is the sole designer, developer, and producer of the non-chromium electrocoat system required. Points of contact for this announcement are Mr. Jeffrey Smith, jeffrey.t.smith6@navy.mil and Mrs. Patricia Cornett, patircia.cornett@navy.mil. The North American Industry Classifications System (NAICS) code for this procurement is 325510 (Paint and Coating Manufacturing).

This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland.
