North Campus Automotive Building Pre-Construction Services

Rowan-Cabarrus Community College is seeking a Construction Manager at Risk (CMR) for pre-construction services to develop a new 45,000 square foot Automotive Building at the North Campus in Salisbury, North Carolina. The project has a total budget of 25 million dollars and will consist of a single-story pre-engineered metal building featuring twelve automotive bays, an autobody shop with a paint booth, and facilities for a heavy diesel program. Key infrastructure includes high-bay spaces, a large concrete paved working yard, and a 30-vehicle fenced storage area. The facility will emphasize high performance and sustainability, utilizing a ground source heat pump HVAC system, rooftop solar, and adhering to Passive House (PHUUS) and WELL Building principles, with a requirement that CO2 levels in occupied spaces remain below 750ppm. The selection process is based on weighted criteria, with 30 percent focused on expertise in educational facilities and pre-construction services, 20 percent on sustainability experience, 10 percent on staff qualifications, and 10 percent on the quality of the safety plan. The project must be administered according to State Construction Office (SCO) requirements, the NCCCS Capital Improvement Guide, and the RCCC Facilities Design Manual. Interested firms must be registered with the North Carolina Electronic Vendor Portal and licensed by the North Carolina Licensing Board. Electronic proposals in PDF format, not exceeding 20MB, are due by October 13, 2026. Planning funding is anticipated for fiscal year 2025, with construction funding expected in fiscal year 2026.
