North Campus Fire Training Phase III Design-Build Services

This solicitation seeks qualified Design-Build teams to deliver the Rowan-Cabarrus Community College Fire Training Center, Phase III Project at its North Campus in Salisbury, North Carolina. The project involves the construction of a new approximately 10,000-square-foot Operational Support Building, including an apparatus garage, office, workshop, locker and shower rooms, decontamination training area, storage, and an outdoor classroom, alongside the renovation of Building N131 for restroom facilities and associated site development such as permeable paving, stormwater systems, fencing, parking, and security infrastructure including electronic access control, video surveillance, and emergency phones. The Design-Build contractor will be responsible for all phases from conceptual design and permitting through construction, close-out, and a mandatory one-year warranty period, adhering strictly to the Rowan-Cabarrus Community College Facility Design Manual, HUD regulations, FEMA P-361 for tornado shelters, NFPA 1851 for firefighter gear handling, WELL Building v2 principles for indoor environmental quality, and the 2021 PHIUS CORE standard for energy efficiency and building envelope performance. All work must comply with State Construction Office requirements, and enhanced commissioning—including building envelope water and air pressure testing—is required. Evaluation of proposals is based exclusively on non-price factors totaling 100%, with the highest weight given to specialized expertise in fire training facilities and understanding of the project’s location and owner requirements, each accounting for 25% of the score. An additional 20% is allotted to the quality of the firm’s qualifications, design team presentation, and interview performance, while past performance, proposed staff qualifications, and demonstrated understanding of the college’s design manual each carry 10%. Price is not evaluated as a scored factor—award will be made based on best value through a trade-off process favoring technical merit over cost. Proposers must be registered in the North Carolina Electronic Vendor Portal, submit a completed W-9, a letter from a surety company with an “A” or better rating, written certification of qualifications-based selection for design professionals, two letters of recommendation from public sector clients, a signed letter of interest not exceeding two pages, and all applicable addendums.
