The North Carolina Department of Military and Veterans Affairs is soliciting lump sum, single prime bids for the Black Mountain Veterans Home HVAC Replacement – Phase 1. The project involves replacing existing geothermal heat pump units in the main kitchen, laundry room, and all occupant rooms with new air-cooled DX units and a dedicated outside air unit for the kitchen. The scope includes the installation of electrical power, controls, ductwork, and piping, as well as the rough-in of geothermal piping that will be capped during this phase for future connection in Phase 2. All new controls must be provided by Delta Controls, and the owner reserves the right to retain the Phase 1 contractor for the subsequent phase of the project. Eligible general contractors must hold an Unlimited Building or Unclassified license per North Carolina General Statutes. Bidders are required to provide a bid security of five percent of the proposal via cash deposit or certified check, and the successful awardee must provide performance and payment bonds for one hundred percent of the contract price. Payment is structured at ninety-five percent of monthly estimates, with final payment issued upon completion and acceptance of the work. Proposals must be submitted as sealed bids to the department office in Raleigh, North Carolina, by the specified deadline.
