North Delta Works Yard Stores Warehouse Construction

The City of Delta is seeking a qualified general contractor for solicitation 26-210 to renovate two existing bays at the North Delta Works Yard located at 8100 Nordel Way, Delta, British Columbia. The project involves the construction of a complete and functional Stores Warehouse, with the contractor providing all necessary labor, materials, equipment, supervision, permits, and inspections. The anticipated project timeline begins with a contract award in November 2026, followed by construction from November 2026 through February 2027, and final close-out and commissioning in March 2027. The successful proponent must assume the role of Prime Contractor as defined by the British Columbia Workers Compensation Act and utilize the CCDC2 2020 form of contract as modified by the City of Delta. Proposals must be submitted via email by 2:00 PM Pacific time on October 29, 2026, consisting of two separate, unmerged files: a PDF proposal and a verifiable electronic Consent of Surety. Mandatory requirements include timely submission and an agreement to provide both a performance bond and a labor and materials payment bond, each valued at 50 percent of the bid price plus 5 percent for GST. Award decisions will be based on best value, with proposals evaluated on proponent capability and experience (30 percent), methodology and schedule (30 percent), and price (40 percent). Proponents must achieve a minimum score of 18/30 in both the capability and methodology categories to be considered qualified for the price evaluation.
