North Florida Mobile Irrigation Lab Services

The Florida Department of Agriculture and Consumer Services is seeking a contractor to provide Mobile Irrigation Lab services across North Florida to support agricultural producers in meeting Best Management Practices through technical evaluations of irrigation systems. The contract, issued under solicitation number RFP DOA 25 26 80, has a three-year initial term with the option to renew for an additional three years, and performance must commence no later than July 1, 2026. The contractor is required to establish and operate one or more mobile irrigation labs to conduct on-site evaluations of various irrigation system types including micro spray, drip, sprinkler, gun, seepage, linear, and center pivot systems, prioritizing producers enrolled in the FDACS BMP Program with BMAPs. Each evaluation must be documented using specified MIL Database Reports and include water conservation recommendations, with all data accurately entered into the department’s database. The contractor must submit a detailed annual plan by July 1 each year and provide monthly invoices with supporting documentation, including summaries of evaluation data and proof of deliverables, by the 10th of the following month. Payment is made monthly in arrears and subject to inspection and written approval by the contract manager, with full compliance required for all financial closeout documentation to be submitted within 15 days of contract termination. The contractor is classified as an independent entity and not an employee or agent of the state, and is fully liable for its actions under an indemnification clause. Liability insurance must be maintained at industry standards and in accordance with Florida law. Subcontracting is prohibited without prior written consent from the department, which may require a payment bond. The contractor must comply with all applicable federal, state, and local regulations, including non-discrimination laws under the Americans with Disabilities Act and the Rehabilitation Act, and is subject to the Federal Acquisition Regulation provision prohibiting contracts involving certain telecommunications or video surveillance equipment. Proposals must be submitted in hardcopy only, sealed and labeled with the solicitation number, via US mail, courier, or hand delivery to the designated Tallahassee address, and must include mandatory certifications regarding boycott of Israel, conflict of interest, non-coercion of labor, drug-free workplace, and foreign country of concern attestation. Award will be based on a total of 270 points, with the majority weighted toward approach and methodology (150 points), followed by qualifications (50 points), relevant experience (50 points), and price (20 points). The pricing structure uses fixed unit rates per irrigation
