Notice Type: Notice of Contract Action - 412 OSS Test Parachute Program Training Justification, Statutory Authority: FAR 13.501(a) - 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIEB), Edwards AFB, CA intends to issue a sole source contract to Perris Valley Aviation Services, Inc., 2091 Goetz Rd Perris, CA 92570, for the OSS Test Parachute Program jumpers. The contract will be executed by means of other than full and open competition, due to the need to have a vendor that can provide an owner-operated drop zone and aircraft. On-site maintenance facilities and mechanics must be available. On-site vertical wind tunnel and on-site training facilities with air conditioning, padded flooring for packing of parachutes, and computers and televisions for training/debriefing purposes. Vendor must have both, door and ramp capable aircraft available for both day and night parachute operations. Perris Valley Aviation Services is the only vendor within the 150 miles radius of Edwards AFB that provides an on site vertical wind tunnel and the purchase is in the best interest of the Government. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. Perris Valley Aviation Services is the only vendor that is currently capable of meeting the requirements of the Test Parachute Program. Perris Valley Aviation Services is the only vendor within the 150 miles radius of Edwards AFB that provides an on site vertical wind tunnel. During market research other vendors were contacted to determine the ability to meet the specific requirements. Skydive Elsinore, Inc. was identified as a potential vendor, however their facility doesn't possess a wind tunnel nor are they the owners of the aircraft operated at their location, which is required as part of this acquisition due to the mission needs. This acquisition will be used to support the USAF's only Test Parachute Program's (TPP) static-line and military free fall parachuting currency and proficiency requirements. Historically, the military airlift provided at Edwards AFB has not been sufficient for the TPP to accomplish their minimum required currency and proficiency jumps. The extreme demand placed upon the 419th Flight Test Squadron in support of 412 Test Wing's (TW) mission has resulted in a frequent out-prioritization of the TTP's jump requirements in favor of other 412 TW objectives. Additionally, weather, maintenance and logistics have played a major role in the inability of the Test Parachute Program to accomplish its mission. The use of a civilian drop zone will allow for advanced parachutist certifications, dedicated airlift, minimal maintenance delays, and far simpler logistics in the execution of parachuting operations. The vendor must provide an owner-operated drop zone and aircraft. Perris Valley Aviation Services Inc is a small business and is the only parachute operating location that currently has a wind tunnel on location. The Government requests that initial feedback, comments and questions be submitted no later than three (3) calendar days from the date of this notice posted to www.beta.SAM.gov. In accordance with leeway permitted by FAR 13.501(a)(iii), all responsible sources may submit a capability statement, which shall be considered by the agency. Solicitation # FA254826RB008
The Space Rapid Capabilities Office (Space RCO) intends to award a sole-source contract to Systems & Technology Research, LLC for post-delivery support of developed space and ground hardware and software. This effort focuses on providing systems engineering support for the verification, validation, and on-orbit troubleshooting of payloads, as well as transitioning a prototype ground system to full operational capability (FOC) within six months of the award to proceed.
