The Federal Aviation Administration (FAA) has decided to extend the ordering period for the Indefinite Delivery Indefinite Quantity (IDIQ) contract No. DTFACT-15-D-00007, which supports the Airport Technology Research and Development Program Technical Support provided by General Dynamics Information Technology - SRA International. Originally scheduled to end on June 9, 2020, the ordering period will be extended to December 31, 2020, with an additional option to further extend the contract for up to six months, through June 30, 2021. This extension is on a single-source basis and is intended to prevent disruption of critical support services while the FAA completes the competitive process for follow-on contracts. In addition to general support services, task orders related to Unmanned Aircraft Systems (UAS) research under this contract are also anticipated to be extended through June 30, 2021, to accommodate the completion of a separate competitive award process specific to UAS initiatives. The FAA is not soliciting or accepting any unsolicited proposals related to this extension and assumes no responsibility for costs associated with preparation of responses. The contract work is performed in Atlantic City, New Jersey, and Karen Mercer is the point of contact for queries related to this extension.

In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy Section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to extend the ordering period of the Indefinite Delivery Indefinite Quantity (IDIQ) contract No. DTFACT-15-D-00007, AIRPORT TECHNOLOGY RESEARCH AND DEVELOPMENT PROGRAM TECHNICAL SUPPORT with General Dynamics Information Technology - SRA International on a single source basis. The current ordering period for this 5-year IDIQ contract ends 6/09/2020. The FAA anticipates extending the ordering period to 12/31/2020. The FAA also anticipates adding an option period for up to an additional 6-months (6/30/2021). This single source extension allows the FAA to avoid an unacceptable discontinuation of support while allowing sufficient time to complete the competition for follow-on contracts. Work under a Task Order that supports UAS related research efforts, is also anticipated to be extended until 6/30/2021 to complete competition requirements for a separate UAS competitive award. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparation of a response to this announcement.

BROAD AGENCY ANNOUNCEMENT - FEDERAL AVIATION ADMINISTRATION ADVANCEMENT OF AVIATION RESEARCH AND TECHNOLOGIES
Solicitation # BAA-693KA8-26-RCSO
The Federal Aviation Administration (FAA) has issued Broad Agency Announcement BAA-693KA8-26-RCSO to solicit innovative research, commercial technologies, and prototype projects aimed at advancing National Airspace System (NAS) capabilities. This competitive solicitation is designed to engage traditional and nontraditional government contractors, as well as nonprofit research institutions, to improve NAS-related platforms, systems, components, and materials. The BAA remains active for five years and utilizes Other Transaction Agreements (OTAs) authorized under the FAA Reauthorization Act of 1996, meaning the resulting agreements are not subject to the Federal Acquisition Regulation (FAR) or the FAA Acquisition Management System (AMS). The acquisition process is structured in three phases: the submission of a Research or Solution Brief in response to specific Areas of Interest (AOIs) posted on SAM.gov, a potential Pitch session, and a final full written proposal via a Request for Proposal (RFP). Current research interests include convective weather, cloud ceiling and visibility, and icing weather diagnostic and forecasting. Proposals are evaluated based on relevance to the AOI, technical merit, company viability, innovation, and data rights, with rough order of magnitude pricing and notional schedules serving as pass/fail gates. The period of performance for projects is generally limited to 36 months, and all submissions must remain unclassified.
