The Western Area Power Administration, Upper Great Plains Region, plans to enter into a noncompetitive contract to acquire subscription products and services including the webTrader Report Generator, webTrans Report Builder, and a dedicated OATInet Circuit. These services are essential for supporting utility transmission and marketing functions through December 31, 2007, and will be integrated with existing ETagging and Congestion Management services. Due to the proprietary and trademarked nature of these products, Open Access Technologies Inc., the sole known source, is the provider. This acquisition will proceed under the authority of FAR 6.302-1 and 41 USC 253(c)(1), allowing for noncompetitive contracting. No formal solicitation will be issued; however, any other firms confident in their capability to supply these items may submit a written notification with evidence demonstrating their qualifications to the designated Contracting Officer. This approach ensures that the government maintains transparency while addressing its specialized requirements.
