The Bureau of Indian Affairs, Navajo Regional Office, plans to award a sole source purchase order to Shari Gatti-Carson for professional development services focused on special education support, specifically related to individual education plans (IEPs) and federal assessment guidelines. The work will involve assisting leadership teams—including principals, teachers, education program administrators, education specialists, and school improvement staff—in building capacity and implementing high-quality assessments that integrate with school-wide practices. This effort is targeted at Bureau of Indian Education schools within the Navajo Region and aims to apply an authentic model that guides the actions of principals and teachers in developing and assessing IEPs. The sole source procurement is justified under Federal Acquisition Regulation 6.302-1, indicating that only one source can meet the agency's needs. This notice serves as an announcement of intent rather than a solicitation, meaning no competitive proposals are currently being sought. However, if any other firms believe the procurement should be competitive, they are invited to submit capability statements and pricing information by a specified deadline. The government will use those submissions solely to decide whether or not to open the contract to competition, with the final determination resting entirely with the agency. The contract notice was posted in mid-June 2018 and emphasizes that no solicitation document is available for this requirement.
