Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the National Academy of Sciences for support for the 12th National Conference on Transportation Asset Management. FHWA's goal is through the presentations and interaction taking place at this event we advance the state-of-the-practice of asset management including the comprehensiveness of asset management plans and implementation of these plans. The interaction of participants with each other is important, this is the only event taking place in the USA where most State's asset management representatives from most States participate and can easily interact with each other. This sponsorship is used to reduce the registration fee so more States can attend. The 12th National Conference on Asset Management, focuses on 6- major tracks that are of significant importance to the FHWA: Establishing Asset Management Plans, Implementing Asset Management Plans, Tools to Assist Decision-making, Performance Measures for Asset management, Transit State of Good Repair, and Adaptation of Assets to Climate Change; therefore it is critical that FHWA staff attend this meeting. The Transportation Research Board (TRB) and AASHTO are working together to coordinate this meeting, but TRB is the only entity collecting the registration fees. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $25,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. All questions concerning this matter should be addressed directly to Kevin Hardy at contact@example.gov.
