NOTICE OF INTENT TO SOLE SOURCE

Subject: Procurement of Planview – AgilePlace Project Management Software


Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. 


Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Planview, located at 12301 Research Blvd, STE 101, Austin TX. The purchase order will specifically procure 2026 licensing for the AgilePlace Project Management Software. The licensing will be effective for twelve (12) months with a performance start date of September 27, 2026. 


Authority
This acquisition is being conducted using the procedures at FAR Part 12 – Acquisition of Commercial Products and Commercial Services. The North American Industry Classification System (NAICS) code for this acquisition is 513210 – Software Publisher, with a small business size standard of $47 million.


Description
The NIST Engineering Laboratory (EL) relies on Kanban-style planning/management processes for all programmatic planning in the Laboratory, both for Scientific and Technical Research Services ($89M annually) and for other agency funds ($10M annually). Kanban is a visual system for managing work as it moves through a process. The goal of Kanban is to provide a construct that enables efficient understanding of the processes modeled and enhancements to cost-effectiveness and control. Implementation of this planning/ management process requires a system that is capable of accurately and robustly modeling the business process so that it supports and is beneficial to the operation of the Laboratory and does not itself drive the operation of the Laboratory in a way that does not suit the functionality of the Lab.
EL purchased a limited number of licenses/subscriptions for AgilePlace project management after successful security review in 2016. Due to its visual management and forecasting software designed to optimize individual and team effectiveness, the Engineering Laboratory has found is a perfect fit to our business processes. 


Sole Source Determination
The sole source determination is based on the following: 


Based on the results of market research conducted, Planview’s AgilePlace Project Management Software License has been identified as the only known solution capable of meeting all of NIST’s minimum technical requirements, including critical interoperability needs with the agency’s existing systems and operational environment.


The market research did not identify any other commercially available products that satisfy the Government’s minimum functional and compatibility requirements to the same extent. Additionally, no authorized third-party distributors or resellers were identified for this requirement, making Planview the only responsible source capable of providing the required software licenses.


Accordingly, pursuing another product or source would present a substantial risk of incompatibility, operational disruption, and the inability to meet the Government’s mission requirements.


Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. 


Any questions regarding this notice must be submitted in writing via email to Marvin Jean, Contract Specialist, at marvin.jean@nist.gov. All responses to this notice of intent must be submitted via email to marvin.jean@nist.gov so that they are received no later than June 17, 2026, at 10:00 AM, Eastern Time (ET).

c.    Contractor (SAM) Universal Entity Identification (UEI)
