The purpose of this notice is to give notification of the Government’s intent to include brand name requirements for Intrusion Detection Systems (IDS) in future solicitations executed by the U.S. Army Corps of Engineers (USACE) for construction projects at Ft. McCoy and all Army Reserve facilities that have alarm signals that report to the Ft. McCoy Army Reserve monitoring station for Fiscal Years 2026 through 2028.  The statutory authority permitting Other than Full and Open competition is 10 United States Code (U.S.C.) 3204(a)(1), as implemented by RFO FAR 6.103-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with RFO FAR 6.103(d).



USACE intends to specify the ELK IDS panel for their alarm monitoring system as part of future construction contracts located at Army Reserve facilities.  This ELK alarm panel is the current approved alarm system that can transmit signals over the Army Reserve Network (ARNET) and meets all of USARC’s cybersecurity requirements. In order to connect to the existing monitoring station, the IDS system must be compatible and approved with the monitoring station. The government will not purchase the equipment directly, but rather brand name specifications will be included in solicitations that will lead to new construction contracts.
