AI Contract Overview
The U.S. Department of Health and Human Services, through the National Institutes of Health’s National Cancer Institute, plans to award a sole-source service contract to BD Biosciences for preventative maintenance and support of two existing BD LSR Fortessa Flow Cytometer Systems. This action is justified under Federal Acquisition Regulations due to the exclusive capability of BD Biosciences as the original equipment manufacturer to provide authorized service using certified factory-trained technicians and genuine OEM parts, including proprietary software updates that no other provider can access or implement. The solicitation is scheduled for August 4, 2026, with an anticipated award date of August 19, 2026, under solicitation number NIH-NCI-0819, and is classified under NAICS code 811210 for medical equipment repair and maintenance. The contract will be managed by the Program Support Center Acquisition Management Service, with performance located at the Center for Immuno-Oncology in Bethesda, Maryland, and administrative oversight based in Rockville. No set-aside provisions will apply, and the contract is being issued on a sole-source basis because only BD Biosciences has the technical authority, parts, and software licensing required to maintain the specific models in use. All maintenance work must be performed to OEM standards with certified components to ensure continued operational integrity, regulatory compliance, and data accuracy critical to the research environment.
