Full Description

Space and Naval Warfare Systems Center Atlantic (SSC-Atlantic), N. Charleston, SC, intends to increase the ceiling by $24.5M and extend the period of performance (POP) for Contract N65236-10-D-2839 with W R Systems, LTD., from 7 October 2015 through 5 April 2016 to allow time for award of a follow-on competitive contract. This extension will permit continuity of services in support of highly specialized services including In-Service Engineering Agent (ISEA Support); Technical Design Agent (TDA); Design Agent (DA); Sensor-to-Systems Engineering & Integration; Specification & Test Plans/Procedure Development; Developmental Testing through Shipboard Navigation System Certification (NAVCERT); Navigation System Installation and Testing (TEMPALT, SHIPALTS, Field Change support); Software Development for Geospatial & Geophysical applications, including, Electronic Charting/Database Management; Integrated Logistics Development & Maintenance/Training; Shipboard Navigation Systems Engineering Analysis & Repair. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This ceiling increase and POP extension will provide for the continuation of uninterrupted services to SSC Atlantic. This Notice of Intent is not a request for competitive proposals. Any responses to this notice must show clear and convincing evidence that competition of the work required for this period would be advantageous to the Government. A determination by the Government not to compete this contract modification for a ceiling increase and period of performance extension based on this notice is solely within the discretion of the Government.
