Subject: Purchase license key for Performance Analytics embedded module of ServiceNow suite. Reference Number: NB182000-15-02562 Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Laboratory, Advanced Network Technologies Division, intends to purchase license key for Performance Analytics, an embedded module of ServiceNow, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to unlock the Performance Analytics module that is currently in use. Background: OISM has been using ServiceNow as our Service Management and Process Automation system since June 2012. ServiceNow is a cloud software-as-a-service (SaaS) solution, meets the GSA "Cloud First Policy", and is currently FISMA certified at a moderate level per OISM's requirements. ServiceNow provides OISM with a single system of record to manage and offer our services and processes. This single system of record naturally provides a collection of data on the quality and delivery of services and overall effectiveness of our processes. For this valuable data has a requirement for detailed trending and analytics at transactional level time slice intervals (live/real time compared to daily, weekly, etc), and business intelligence visualizations (dashboards, multi-dimension pivot tables, charts with staked/multiple trends). The ServiceNow "Performance Analytics" module is a business intelligence and data visualization SaaS solution that seamlessly uses OISM's ServiceNow data source in real time without causing performance impacts, and maintains the existing Authority to Operate (ATO) at a FISMA moderate level. NIST is seeking licensing to "turn on" the "Performance Analytics" module currently available within our existing subscription to the ServiceNow Enterprise Service Management and Automation suite. The existing SaaS subscription includes hosting the software in a FISMA moderate level authority to operate (ATO) at the SaaS level. The NAICS Code is 541519. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the access keys necessary may clearly and unambiguously identify their capability to do so in writing on or before June 16, 2015 3:00 pm Eastern Time. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Tset Wong at tset.wong@nist.gov.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
