NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to award a commercial Sole Source contract to Quartermaster AI, Inc. (CAGE Code: 9K6Q6, UEI: HCFJASF32YV3).


This requirement is for the procurement of a 12-month commercial subscription-based Data-as-a-Service (DaaS) model for the SmartMast Maritime Sensor system, to be installed onboard the Medium Unmanned Surface Vessel (MUSV) "Sea Hunter" in support of Unmanned Surface Vessel Squadron One (USVRON-1) and Carrier Strike Group One (CSG-1) pre-deployment work-ups, training, and operational missions. The requirement also includes a 5-month optional subscription extension and custom software engineering services to integrate the proprietary SmartMast sensor data streams directly into the Navy's Minotaur C2 architecture.


The contractor shall provide all hardware installation, satellite data transmission, secure web portal access, programmatic API delivery, training, and subsequent hardware retrieval as defined in the Requirements Statement.


The Quartermaster AI SmartMast is a highly specialized, proprietary sensor platform that fuses EO/IR cameras, AIS, and RF detection with onboard edge-AI processing (Automated Target Recognition). Due to its proprietary software code, API architecture and existing pre-approved integration with the Minotaur ecosystem, Quartermaster AI, Inc. is the sole developer and intellectual property owner of this technology. It represents the only source capable of completing the mandatory installation and integration by the critical threshold date of August 10, 2026, to support scheduled fleet operations.


This Notice of Intent is not a request for competitive quotes or proposals. However, responsible sources may identify their interest and submit a capability statement in response to this notice. Capability statements must be submitted by July 27, 2026, 08:00 a.m. PST via email to yesica.l.burrill.civ@us.navy.mil, and will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
