Full Description
This is a Notice of Intent to Award a Sole Source Firm Fixed Price contract in accordance with the procedures outlined in Federal Acquisition Regulation Part 12 (Acquisition of Commercial Products and Commercial Services) under the Simplified Acquisition Threshold.
Description of Requirement
The Marine Corps has a requirement for a Mobile Ordnance Deformer to safely, rapidly, and physically deform expended small-arms range residue and spent ammunition cartridges. This equipment is critical to satisfy federal and military safety regulations governing the disposal of military munitions (including MCO P8020.10, NAVSEA OP-5, and MCO 5530.14A) before material can be transferred or sold to an approved scrap yard.

Justification for Sole Source:
Bouldin & Lawson, LLC is the sole manufacturer and proprietary source of the Mobile Ordnance Deformer. This equipment is uniquely engineered to interface directly and function in sequence with the Marine Corps' existing Bouldin & Lawson Safety Certification Unit, which inspects and detonates potential live ordnance prior to entering the grinding chamber. Utilizing any other manufacturer's system would result in critical integration failures and require costly, unauthorized modifications to the current safety certification configuration.
Capability Statement Submission
This notice is not a request for competitive proposals or quotations. However, all interested and responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider if received by the response deadline.
Submissions must explicitly demonstrate the vendor's ability to provide a fully compatible mobile ordnance processing unit that:

Can process spent cartridges up to and including 20mm at a rate of 8,000 to 11,000 lbs/hr.

Integrates directly and seamlessly with the existing, on-site Bouldin & Lawson Safety Certification Unit without modifications.
