The National Institute of Health (NIH), Office of Science Technology Resource (OSTR) in the Center for Cancer Research (CCR) at the National Cancer Institute (NCI) intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government's needs, to:

The National Institute on Mental Health (NIMH) Office of Science Technology Resource (OSTR) in the Center for Cancer Research (CCR) at the National Cancer Institute (NCI) hereby submits a notice of intent to award a sole source firm fixed price purchase order for a commercial-of-the-shelf (COTS) for access to iLab Solutions Subscription Renewal for CCR Core Facilities.  This software is developed and maintained by Agilent Technologies, Inc. Agilent is the only known service provider for the iLab Operations software to be supported under this contract. The software is highly specialized and complex, integrating proprietary technologies unique to Agilent’s platform. Agilent is the only provider of support services delivered by factory-trained personnel, and the only source for authorized updates, patches, and system enhancements.


The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of Science and Technology Resource (OSTR) require the renewal of its iLab Operations Software which has been in use since 2015.  This modular, web-based, asset management software supports the operation of 8 cores in addition to other shared resources. The iLab Core Facility Management Software is essential for the day-to-day operations of our core facilities, enabling these facilities to operate more effectively and efficiently. The software allows for seamless service request processing, project management, and billing, all while streamlining administrative functions. Its use has been crucial for our six current core facilities and will become even more critical as we expand to include two more core facilities. Without the software, it would be exceedingly difficult to manage the increased operational complexity of these facilities.


OSTR requires a web-based tool for research management to support various operational functions across eight (8) core facilities at the CCR, including service request management, customer and project management, billing and invoicing, as well integration with internal financial systems.  The iLab Operations Software streamlines the management of the core facilities, ensuring operational efficiency, and enhancing the ability to track and manage costs. The software will allow government to continue benefiting from these advantages and further streamline operations at the NCI/CCR.


The period of performance will be for one (1) 12-month base period.


This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. This hereby constitutes a synopsis of the requirement.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
