The Tennessee Army National Guard intends to award a sole source purchase order to International Sports Properties, Inc., located in Winston Salem, NC, for an advertising package promoting the Guard during Vanderbilt University’s 2007 football season in Nashville, Tennessee. This sole source procurement, valued at up to $7,500, is justified under federal acquisition regulations due to International Sports Properties being the only responsible source with the contract and capability to provide the desired marketing services in the Middle Tennessee area. The marketing effort will include on-site game day displays to increase enlistment awareness among spectators. Market research confirmed no other vendors or sports teams in the region could effectively reach the targeted demographic. This procurement is conducted under the exemption for other than full and open competition, adhering to FAR 6.302-1 and simplified acquisition procedures, with an emphasis that this is not a request for quotation. Efforts to find other providers within the relevant advertising NAICS code yielded no alternatives. The proposed contract considers Vanderbilt University the most effective venue due to its prominence and reach within the Nashville area. Interested parties were encouraged to submit written inquiries by a specified deadline, but continuation of sole source procurement is at the government’s discretion, supported by evidence showing that competition would be advantageous in future solicitations.
