Full Description

Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch intends to award a noncompetitive sole source contract to Plastic-View ATC, Inc. 4585 Runway St. Suite B Simi Valley, CA 93063 to provide PV-128 Window Shades for Libby AAF Control Tower. Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Services/Supplies are needed immediately to satisfy mission requirements. The statutory authority permitting other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 13.106-1 (b), Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold. The North American Industrial Classification System (NAICS) code for this procurement is 238390. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
