The Space and Naval Warfare Systems Center Pacific (SSC Pacific) plans to award a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Metron, Inc., specifically its Scientific Solutions Division, for the continued development of software and training materials for the Executable Architecture Management System (ExAMS) project. This contract covers a wide range of activities, including systems engineering, software design and development, integration, testing, installation, training, life cycle maintenance, management support, and documentation. ExAMS is a highly complex system with millions of lines of code, integrating multiple architectures, user interfaces, analysis algorithms, and testing suites. The system has been developed solely by Metron, Inc. for over five years, and currently, all operational knowledge and software maintenance capabilities reside exclusively with them, as no documentation has been made available to the government to facilitate independent system management. The government intends to gain full operational control of ExAMS within three years, which requires a deep understanding of the entire software architecture, components, and testing methodologies presently known only by the sole source contractor. Metron’s facility remains the only place capable of system maintenance and operation. The contract is anticipated not to exceed $9.9 million under NAICS Code 541511 with a small business size standard of $27.5 million. While this notice signals intent for a sole source award, other firms with the capability to perform the work may submit capability statements or proposals for consideration. Interested parties must be registered in the System for Award Management (SAM) and the SPAWAR E-Commerce website, with responses due by November 4, 2016. The solicitation number associated with this requirement is N66001-17-R-0023.
