The Marine Corps Systems Command in Quantico, VA plans to award a firm fixed-price, sole source contract to Nevada Automotive Test Center, a division of Hodges Transportation, Inc., for vehicle stability testing of the Logistics Vehicle System Replacement (LVSR). This contract arises from previous testing that revealed stability concerns with the LVSR when operating under certain driving and payload conditions, where the vehicle can transition rapidly from stable to unstable without obvious warning. The effort aims to determine operational limitations by assessing the vehicle’s handling response under various payload scenarios through modeling, simulation, and real-world evaluations. Nevada Automotive Test Center will provide necessary facilities, test courses, instrumentation, consumables, personnel, and technical support to conduct a comprehensive evaluation, including a dynamic analysis of the vehicle’s stability, identification of leading causes of instability, suggested modifications, and trade-off analysis regarding potential impacts on other vehicle requirements. The contract value is estimated between $200,000 and $400,000 with requirements analysis due within 10 days post-award. It will be awarded under the authority of FAR 6.302-5(b)(5) and classified under NAICS code 541380 for Testing Laboratories. The notice clarifies this is not a request for competitive proposals; however, HUBZone-certified companies may express interest by submitting a white paper, technical data, and past performance information by October 13, 2010. The final decision on competition rests solely with the government. All vendors must be registered in the Central Contractor Register and have completed online certifications via ORCA. The primary contact for this procurement is John Young at the Marine Corps Systems Command.
