The Smart Grid Interchange Requirements Analysis and Standards Conformance Project is a contract awarded to Electrosoft Services by the National Institute of Standards and Technology under the Department of Commerce. Funded entirely by the American Recovery and Reinvestment Act of 2009, the project focuses on collecting data from various sources to develop nationwide security and network standards for the Smart Grid. The work is performed in Gaithersburg, Maryland, under NAICS code 541380. The agreement is structured as a Firm Fixed Price Level of Effort term contract with a performance period of 18 months. This specific contract type was selected due to the inherent uncertainty regarding the level of effort required for data collection, which prevented the government from establishing a confident estimate of time and cost. The procurement process was conducted as a 100 percent small business set-aside sealed bid solicitation.

RECOVERY: This acquisition will be funded in whole by the American Recovery and Reinvestment Act of 2009, Public Law 111-5. A Firm Fixed Price (FFP) Level of Effort (Term) contract with firm fixed price labor rates is awarded to Electrosoft Services. The contract performance period is 18 months. A FFP Level of Effort contract for this requirement was determined to be in the most appropriate contract type due to the uncertainty of the level of effort required to collect data from a variety of sources that will be used to develop nationwide Smart Grid network and security standards. A reasonable estimate of the time and cost to perform the required tasks could not be developed with any degree of confidence and undue risk to the Government.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
