Full Description

On January 6, 2017, USAID entered into a follow-on Personal Services Contract (PSC) without competition for a period of one year with the incumbent contractor for the same position, Development Outreach Communication (DOC) Officer. The Justification and Approval (J&A) was approved on December 5, 2016, and is publicized herewith. This J&A sets forth the facts and rationale justifying the use of other than full and open competition in accordance with USAID Acquisition Regulation (AIDAR) Subpart 706.302. This J&A was prepared by the USAID/Indonesia Program Office for contract AID-497-S-17-00005. This J&A allows USAID to use other than full and open competition when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehacilitation. AIDAR 706.302-70(b)(5) allows for an award for the continued provision of highly specialized services when an award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.
