Notice of Intent to Award Sole Source: 


The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to JBM Training, LLC, 6300 Highway 95 S, Pollock, ID  32459-3640 for the following:   



Training Dates: 13 -17 July 2026


Hat Creek Training - High Angle Precision Rifle Ballistics Course


5 Day Rifle Rental Magnum


Ammunition, 300NM (QTY 500)



The contractor will provide all services per attached Statement of Work (SOW)



This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: RFO Part 12.201-1 Simplified Procedures.



This sole source is pursuant to 41 U.S.C. § 3304(a)(2) implemented by the RFO 6.103 entitled “Unusual and Compelling Urgency”.

This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements stipulated in the attached Statement of Work (SOW) may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in the statement of work. 



If you believe you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Officer, Terry Craft at terry.e.craft@uscg.gov 



Reference number 70Z08426QPR0000034 by 10 July 2026 10:00am PST and will be used for future purchases. 



All question/concerns regarding this post shall be submitted in writing (NO TELEPHONE INQURIES WILL BE ACCEPTED) to Contracting Officer, Terry Craft at terry.e.craft@uscg.mil no later than 10 July 2026, 8:00am (PST). Follow-up/additional questions will not be accepted after this date.



The NAICS Code for this procurement is 611519; PSC U099.  The contract type will be a total small business set-aside; size standard $21M annually and will be a firm-fixed price.  If no responses are received with sufficient information to determine that another responsible source is available, negotiations will be conducted with JBM Training LLC.



A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. 



This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation.
