The Naval Information Warfare Systems Command (NAVWAR), representing the Program Executive Office for Undersea Warfare Systems (PEO UWS), plans to award a sole-source contract modification to General Dynamics Applied Physical Sciences Corp. (GD APS) to support ongoing KRAKEN prototyping efforts. This modification, authorized under specific federal regulations for sole-source procurement, will involve refurbishing three existing KRAKEN prototype units, delivering engineering services aimed at system improvements, enhancing command and control integration, and upgrading system autonomy. Additionally, GD APS will participate in a fleet exercise scheduled for the third quarter of fiscal year 2025, which includes system deployment and recovery activities. GD APS is uniquely qualified for this work as the original developer and system integrator of the KRAKEN units, possessing specialized expertise and knowledge essential to meet evolving operational needs. The KRAKEN system complements existing undersea surveillance platforms such as the Fixed Surveillance System (FSS) and the Surveillance Towed Array Sensor System (SURTASS), providing flexible and wide-area surveillance capabilities to Theater Undersea Warfare Command (TUSC) commanders worldwide. This effort is aligned with requirements set forth in the OPNAV Top Level Requirements and subsequent analyses to address emerging operational missions. The contract modification will increase the ceiling by $9.3 million and falls under the NAICS code 541715. The government has indicated this is not a request for competitive proposals and is inviting expressions of interest to be submitted within 15 calendar days of the notice date. All communications must be in writing via email to the designated contract specialist, and late responses may not be considered.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
