The Great Plains Area Indian Health Service intends to award a sole source, firm fixed-price purchase order valued at approximately $20,000 to Pitney Bowes for replenishing postage supplies essential for the postage meter used by the Indian Health Services clinic in Rosebud, South Dakota. This acquisition is critical to ensure patients receive timely mailings such as prescriptions and important medical information, which directly supports their health and quality of life, particularly given the high poverty levels within the tribal population served. The sole source justification is based on the fact that the postage machine is manufactured by Pitney Bowes, making them the only vendor capable of supplying the required postage. The contract period is set for 60 days from the date of award, and the action is being pursued under a waiver from competitive bidding per FAR 6.302-1, acknowledging that no other suppliers meet the agency’s needs. Responses to this notice must provide clear evidence that sole sourcing is beneficial to the government and does not delay or increase costs unduly. This notice is not a solicitation for quotes or proposals, and questions must be submitted via email to the designated purchasing agent. The agency emphasizes that it will not cover any costs for responses and retains full discretion regarding the decision to proceed without competition.
