The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) intends to award a follow-on contract valued at approximately $75.07 million to General Dynamics C4 Systems for the continued development, integration, testing, fielding, installation, modifications, training, and support of the Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT). This system is a Non-system Training Aids, Devices, Simulators, and Simulations (TADSS) used to train multiple intelligence disciplines such as IMINT, SIGINT, MASINT, HUMINT, GEOINT, and OSINT. The contract includes work on key components like the Technical Control Cell (TCC), Target Signature Arrays interfaces, and the standalone HUMINT Control Cell (HCC), with plans for full integration of the HCC with the TCC in this phase. The program also focuses on developing unique exercise support tools and sensitive training capabilities that support Global War on Terror (GWOT) requirements, including the integration of Quick Reaction Capabilities (QRCs) into the IEWTPT system as the Program of Record for standardized training delivery. The contractor must be fully prepared to begin execution immediately upon award, possessing the necessary knowledge, facilities, resources, and security protocols to meet critical timelines. Efforts will emphasize advancing core IEWTPT capabilities, incorporating ongoing and future research into the HCC functionalities, and rapidly producing TS/SCI-level training products based on customer demands. This sole source procurement reflects the government's determination that only General Dynamics C4 Systems can meet these specialized requirements, covering the 2010-2014 period. The acquisition will be conducted via a Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) contract structure. Responses to this notice, which is not a request for proposals, were accepted through December 3, 2008, but the government retains full discretion over whether to compete the contract.

Full Description

The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT) development, integration, testing, fielding, installation, modifications, training, and support. The IEWTPT program is a Non-system Training Aids, Devices, Simulators and Simulations (TADSS) used to train multiple Intelligence disciplines (IMINT, SIGINT, MASINT, HUMINT, GEOINT, OSINT). This contract is for continued development of the IEWTPT System, including the Technical Control Cell (TCC), associated interfaces to Target Signature Arrays (TSA's), and the HUMINT Control Cell (HCC). In addition IEWTPT develops one of a kind exercise support tools as well as other TS/SCI timely sensitive training capabilities in support of GWOT requirements. IEWTPT also develops other products that incorporate GWOT fielded Quick Reaction Capabilities (QRC's) training into the IEWTPT as the Program of Record (POR) for baselining and providing those training capabilities. This synopsis is to announce PEO STRIs intent to award a CPFF and FFP contract with General Dynamics (GD) C4 Systems. The IEWTPT HUMINT training capability HUMINT Control Cell (HCC) is provided in a self-contained, standalone configuration (independent of the TCC) but it is expected to be fully integrated with the TCC in the follow-on contract. The estimated value of this award is approximately $75.07M. Contractor must be ready to execute on day one after contract award by having the knowledge, resources, facilities, and security measures in place to be able to fulfill the contract requirements within the critical timeframe and timeliness that the requirements need to be met. The additional effort will continue the development and integration of IEWTPT key capabilities, integrate existing and future research into the HCC capabilities, and develop TS/SCI products requested by customers on a quick turn around basis. The Government intends to pursue a sole source award to GD C4 Systems for the 2010-2014 requirements associated with this effort. This notice is provided to verify that no other sources can meet this requirement. The point of contact for information regarding this solicitation is Felicia Kolb at +1 (555) 000-0000. Responses can be sent to contact@example.gov by 3 Dec 08. This is not a request for proposals. A determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 6.
