Solicitation # SCAN-MSFC-0002
The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center is soliciting information for the Unified Network and Navigation Operations (UNNO) contract under the Space Communications and Navigation (SCaN) program. The objective is to integrate the Near Space Network and Deep Space Network into a single One Network operational construct. The proposed acquisition is structured as a Multiple Award Task Order Contract (MATOC) using an Indefinite Delivery Indefinite Quantity (IDIQ) format with a hybrid Firm Fixed Price and Cost Plus pricing model. Performance will occur across multiple global and domestic sites, including facilities in California, Florida, Maryland, Spain, and Australia. Evaluation of future proposals is expected to be based on technical merit, cost efficiency, and past performance. As part of the current market research phase, NASA is conducting industry days and requesting capability statements and feedback from interested firms, including detailed information on business size, socioeconomic status, and facility security clearances.

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a strategic initiative by the Space Acquisition and Integration Office (SAIO) to consolidate four disparate IT support contracts into a single unified framework. Supporting the 21st Communications Squadron across Peterson SFB, Schriever SFB, and Cheyenne Mountain Space Force Station, the requirement focuses on modernizing IT service delivery through data-driven and automated approaches. Key technical priorities include Zero Trust Architecture, AIOps for predictive network operations, Model-Based Systems Engineering (MBSE), and the consolidation of legacy communications systems. The acquisition is structured as a 100% Small Business Set-Aside under NAICS 517810. The procurement is being conducted as a closed Commercial Solutions Opening (CSO) utilizing a phased evaluation process consisting of White Paper submissions, optional pitch sessions, and final technical and price proposals. The resulting award will be a single, fixed-price, FAR-based contract governed by FAR Part 12 and DFARS, featuring a hybrid CLIN structure that includes Firm-Fixed-Price for baseline stability, Fixed-Price Incentive Firm for modernization, and Fixed-Price Economic Price Adjustment for surge requirements. The anticipated contract award date is March 31, 2027, with a 60-day phase-in period followed by a base period starting June 1, 2027, and five subsequent option years. Evaluation is weighted toward technical merit and importance to agency programs, which combined are more significant than price.

The 48th Contracting Squadron (48 CONS) at Royal Air Force Lakenheath, United Kingdom, intends to issue a sole-source procurement action with British Telecom Federal Inc. (BT Federal: CAGE 1NKL9) for Outside Plant Services. This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The 48th Contracting Squadron seeks feedback from companies/entities capable of providing Outside Plant Services. A key element to this request for information is access to the physical infrastructure that is owned and maintained by British Telecom (BT). Firms who want to challenge this sole source action must submit an interest letter that demonstrates your firm's technical expertise, certifications, and authorization to compete for this acquisition as an authorized service provider for this equipment. Interested parties must provide rationale as to why they should be considered. Such authorization would include documentation on if your company is a BT approved Physical Infrastructure Access (PIA) contractor that could work in the BT ducts if you were given access. *See attachment for all details

Solicitation # FA558724R0003
The Tri-Base Area Construction Basic Ordering Agreement (BOA), solicitation FA558724R00070004, is a negotiated instrument between the United States Air Force and qualified contractors to provide a broad range of construction, renovation, alteration, and modernization services. The work is performed at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in the United Kingdom. This agreement functions as a foundational understanding that allows the government to issue individual task orders for specific projects, with order values ranging from a minimum of 2,000 USD to a maximum of 10,000,000 USD per order. All task orders are priced and paid in British Pound Sterling (GBP) on a firm-fixed-price basis. The current term of the agreement extends through April 27, 2029. To qualify for the BOA, contractors must pass mandatory gates, including active SAM registration and valid licensing under the UK Construction Industry Scheme (CIS). Qualified contractors are placed into pools based on past performance, specifically requiring the completion of at least three separate construction contracts valued over 250,000 GBP each on an RAF base. Future task orders are awarded competitively based on either the lowest priced offer or the lowest priced technically acceptable proposal. Contractors must adhere to strict technical and aesthetic base standards for each installation and maintain a comprehensive Quality Control Program. Additionally, all local national employees must undergo Host Agency Check (HAC) vetting to obtain necessary installation access.
