The Department of Defense, through the Naval Information Warfare Center Pacific, intends to award a sole source simplified acquisition purchase order to Collins Aerospace for four high-speed modems, part number 822-3709-001, which serve as RF modems with audio interfaces. These units will be tested as replacements within the Blue Force Tracking Network (BFTN) system, specifically substituting the current HSM-2050 modem. Each system requires two modems, and two systems will be tested, totaling four units. Past market research conducted between 2011 and 2013 identified limited options that met the MILSPEC requirements, with the HSM-2050 selected initially due to its dual HF and UHF networking capabilities. While a third modem, the Rapid M, was tested, it failed to meet functional requirements, positioning the HSM-2051 as the preferred candidate for replacement due to its compatibility in form, fit, and function. The BFTN system is currently in the sustainment phase of its lifecycle, which restricts modifications to those not involving significant engineering configuration changes or additional testing, effectively narrowing replacement options to products like the HSM-2051 modem. The sole source procurement reflects this need for seamless integration without major system redesigns. The contract is managed by the Department of Defense office located in San Diego, California, with James K. Blake serving as the contract specialist and primary point of contact.

Full Description

The government intends to award a sole source simplified acquisition PO to Collins Aerospace for the following items: Part Number: 822-3709-001 Description: HIGH SPEED MODEM (RF MODEM W/AUDIO INTERFACE) QTY: 4 Testing of unit as a BFTN system component replacement for current unit (HSM-2050). Two units are required per system and two systems are required to test. Market research was performed from 2011 to 2013 and included assessment of technical specifications and costs of several modems which resulted in the selection of the HSM-2050. Only two products were available that met the MILSPEC requirements at the time. One was Harris Radio modem, model 5710A, which was included in the system for HF networking but is no longer manufactured. The other was the Collins HSM-2050 which is capable of both HF and UHF networking and was also selected for the system. Since then a third modem has been tested, Rapid M, but it did not meet the functional requirements needed. The HSM-2051 meets the form, fit and function requirements. The BFTN system is currently in the sustainment portion of its life-cycle, and only changes that do not result in major engineering configuration changes and testing should be attempted, this limits the field of available replacement modems, leading to the HSM-2051 as a candidate unit.

The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.
