Notice of Intent to Award to Sole Source for Certification in Competency Based Education

The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of intent to award a contract to Lipscomb University to provide graduate-level certification in their Competency Based Education Program Design for three (3) select Air University faculty and staff members through a course-based online format. Brief Description of requirement: Service to be provided: Lipscomb University, Nashville, TN, will provide graduate-level certification in their Competency Based Education Program Design for three (3) select Air University faculty and staff members through a course-based online format. The graduate certificate in Competency Based Education Design offered by Lipscomb University consists of 5 classes (3 credit hours each), for a total of 15 credit hours. The 3 AU members will complete their weekly on-line collaborative sessions over the course of 2 semesters (finishing within 1 year from August 10, 2017) while at their normal duty location at Maxwell/Gunter through government-provided computers that are capable of videoconferencing. Each week, students will interact with a professional performance coach and/or a content expert mentor who has experienced the creation or enhancement of a university-level Competency Based Education program. Period of Performance will be 10 August 2017 - 9 August 2018 The North American Industry Classification System (NAICS) code is 611430. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. If there are any other businesses that can provide these services, they must respond to this notice no later than 12:00pm, Central Standard Time (CST) on 22 June 2017. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to the Lipscomb University. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil.
